Citizens may now obtain certificates from the population register at any municipality, district or town hall, regardless of their registered address. This became possible after the requirement that certificates be issued only at the applicant's permanent or current address was abolished. The National “Population” Database is maintained in electronic form, which allows all municipalities, districts and town halls to access it.
Certificates of marital status, of spouse and children, for the contracting of marriage, of permanent and current address, as well as of changes to them, of the identity of a person bearing different names, and others, may now be applied for and obtained from any municipal administration, regardless of the citizen's registered address.
The only exception to this rule is the certificate of heirs, which continues to be issued solely by the municipality, district or town hall of the deceased person's last permanent address.
Amendments to the Ordinance on the Issuance of Certificates
By the amendments to the Ordinance on the Issuance of Certificates Based on the Population Register, published in Official Journal No. 5 of 17 January 2020, further changes were introduced which considerably facilitate citizens when applying for administrative services based on the data from the National “Population” Database.
Methods of Submitting a Request for Certificates
Requests for the issuance of certificates, including a certificate of heirs, may be submitted on a paper form according to a template at the municipality chosen by the applicant. In addition, they may be sent electronically, signed with the applicant's electronic signature.
For the first time, the option is introduced for a request for the issuance of a certificate to be submitted orally as well. The oral request will be documented in a record according to a template, which will be signed both by the applicant and by the official who drew it up. The only exception is the certificate of heirs, which may not be requested orally.
Collection of Data Ex Officio
Officials in the municipal administration will now collect the necessary data ex officio where such data is not available at the municipality issuing the certificate. This is a considerable convenience for citizens, particularly when issuing certificates of heirs. Until now, if any of the deceased heirs had their last permanent address in another municipality, the applicant first had to obtain such a certificate for the deceased heir and present it to the municipality issuing the certificate for the decedent. Now this data is requested ex officio.
Choice of the Method of Receiving the Certificates
A further convenience for citizens is the option to choose the manner in which to receive the issued certificate, including the certificate of heirs. Besides collecting it in person at the municipality, they may choose to receive it by registered post for domestic and international delivery, by internal courier dispatch, by a licensed postal operator to an address specified by them, or electronically by e-mail.
